Nikita Igorevich Frolov is an active head of cultural institutions, a federal expert and external consultant in the field of culture and creative industries, and a performing artist.
Nikita Igorevich Frolov is a co‑founder of the International Creative Industries Association (ICIA), a corresponding member of the International Academy of Management, a member of the Commission on the Development of Creative Industries of the Council for Financial, Industrial and Investment Policy of the Chamber of Commerce and Industry of the Russian Federation, and a co‑founder of the International Young Pianists Competition named after S. V. Rachmaninoff. He holds MPA (Master of Public Administration) certification and has received various state and industry awards.
Management activities
As a manager, Nikita Frolov develops a range of cultural institutions. His portfolio includes: creating from scratch and strategically developing flagship cultural institutions under the direct supervision of the Mayor of Moscow; initiating and implementing cultural, educational and concert programmes featuring artists from the institutions under his management in the international cultural arena; designing the organisational, legal and functional model, publicly defending it at the Russian Presidential Academy of National Economy and Public Administration (RANEPA), and practically implementing the programme of reorganisation of cultural and leisure centres and libraries subordinated to the Moscow City Department of Culture.

As a federal expert, external consultant and independent director, Nikita Igorevich Frolov works with the public sector, international institutions in the field of culture and creative industries, strategic programmes for the development of culture and creative industries, real estate development and foundations. A particular focus of his expertise is the revitalisation of urban cultural spaces (brownfield sites).
His portfolio includes: participating in working and expert groups on the development of a federal law and secondary legislation regulating the activities of creative industries in the Russian Federation; developing and implementing regional strategies for the development of culture and creative industries; designing a new organisational model and implementing a reform of cultural and leisure institutions in the Moscow Region (over 900 venues); conducting strategic sessions with regional teams; and developing the methodology of inclusive art education Art School for all (Grand Prix of the Forum of Local Cultural Initiatives in Sweden).
Artistic activities
As an artist, Nikita Frolov performs concert programmes (saxophone) with the Nikita Frolov Orchestra and gives concerts as part of an instrumental duo with his sister, pianist Elizaveta Frolova (recipient of grants from the President of the Russian Federation Vladimir Putin and the French Tarazzi Foundation, and a graduate of the Conservatoire National Supérieur de Musique et de Danse de Paris).
International dimension
In 2023, at the invitation of Dubai Culture & Arts Authority and the Department of Culture and Tourism – Abu Dhabi, Nikita Frolov joined an international group of independent consultants and experts supporting the implementation of strategies for the development of culture and creative industries: the Abu Dhabi Culture and Creative Industries Strategy and the Dubai Creative Economy Strategy. In 2024, as a member of this group, he began working on the strategy for the development of culture and creative industries in the Emirate of Ras Al Khaimah.
